National Park Service Awards Shaw University $750,000 for Tyler Hall Historic Window Rehabilitation 

RALEIGH, N.C. —Shaw University has been awarded $750,000 by the National Park Service through the Historic Preservation Fund Historically Black Colleges and Universities (HBCU) Program to support the rehabilitation of the historic windows at Tyler Hall. 

The federal award, NOA_P26AP01968-00, will support Tyler Hall Historic Window Rehabilitation, Phase II, with an award period spanning October 1, 2026, through September 30, 2030. The project represents a significant investment in the preservation and long-term stewardship of one of Shaw University’s historic campus landmarks. 

The approved project budget includes $645,610 for construction, $65,000 for contractual services, $8,000 for other project costs, and $31,390 in indirect costs. 

The project will focus on the rehabilitation of Tyler Hall’s historic windows, including the repair and retention of historic windows, frames, and sash. Consistent with federal historic preservation requirements, window replacement may occur only when repair is determined to be infeasible and is subject to approval by the National Park Service.

In addition to construction, the award provides for architectural, engineering and consultant services necessary to support the project. 

As a federally funded historic preservation construction project, Shaw University will complete the required technical and compliance reviews before any pre-construction or construction activities begin. These requirements include applicable Section 106 and Section 110 reviews, National Environmental Policy Act (NEPA) compliance, review of project plans and specifications, and review of consultant and contractor qualifications. 

The project will also follow federal procurement requirements, including the competitive selection of qualified consultants and contractors. Additional requirements include project signage and public notification, annual financial and performance reporting through Grant Solutions, a progress check-in with the Federal Project Officer within the first six months, and completion of the required preservation easement or covenant. 

Shaw University’s Office of Sponsored Programs will coordinate with Finance, Facilities and the appropriate project team to complete internal award setup and prepare for implementation. A post-award kickoff meeting will be held to review the approved scope and budget, procurement requirements, NPS approval process, reporting timelines, preservation compliance requirements and project responsibilities. 

The award builds upon Shaw University’s ongoing commitment to preserving and stewarding its historic campus while advancing the institution’s long-term vision for its facilities and the ShawU District.
